New York State Electric & Gas South Colden Substation Breaker Replacement

This project was part of the NYSEG Breaker Replacement Program for Avangrid’s Five-Year Capital Investment Plan (2016–2020). The substation assets upgrades were required to maintain the reliability of the power system, as well as prevent outages and accidents. Typically, breakers are replaced when the equipment has reached the end of its useful life or has a fault.

Solution

K&A performed the engineering and design of two new 8.3 kV circuit breaker replacements, new voltage transformers and a new remote terminal unit (RTU). Design scope included:

  • Reviewed the existing facility drawings to determine where revisions were required and what new drawings would be needed.
  • Designed in-ground, above-ground, and system protection and control (SPC) one and two designs.  
  • Identified and scoped out the removal/demo of the existing old battery cabinet.
  • Designed the modifications of the existing new battery cabinet.
  • Designed the substation’s new RTU cabinet.
  • Designed the communication connection between the existing voltage regulator controls and the new RTU cabinet.
  • Developed bill of material to facilitate construction.

Project deliverables included one-line, three-line, foundation design, structural steel, point-to-point wiring diagram, conduit layout, grounding layout, schematics and equipment specification.

Results

The K&A team developed a schedule for detailed engineering design, including dates for all major milestones, as well as conducted all necessary fieldwork prior to and during design. K&A also managed and coordinated existing substation drawings using NYSEG’s document control system, UDI, while project deliverables were transmitted through the ProjectWise contractor portal.

Upon construction completion, K&A will provide for-record drawings based on markups and previous designs by the installation contractor.
